JOB OVERVIEW:
As a member of the Library’s management team, under the supervision of the branch manager, this employee works to maintain a safe, secure environment for Library patrons and employees, while upholding the Library’s Code of Conduct and Radical Civility customer service philosophy; interacts with patrons in a positive and professional manner and provides support and backup for public services employees to prevent/handle incidents; prevents loss and damage by documenting and reporting irregularities.
ESSENTIAL FUNCTIONS:
Assume first-line managerial responsibility for a library building, employees, and operations in the absence of a branch and assistant branch manager
Perform supervisory duties related to daily operations, employee performance, and activities in a branch environment
Contribute to performance review process through the provision of input to division manager for quarterly updates and end of year reviews
Immediately respond to emergency situations, prioritizing life/safety and compliance with Library’s emergency procedure and following chain of communication and authority at building and System level
Complete incident report forms and log entries according to procedure
Respond to security gate alarms according to procedure
Prevent/reduce vandalism and damage to restrooms by managing inspection procedures
Manage regular walking rounds of the Library’s interior, exterior, and parking areas, and addressing, documenting, and reporting irregularities, safety hazards, and incidents
Manage, report, and document accidents and incidents that occur on Library property
Manage integrity/security of non-public spaces such as mechanical room and employee entrances, addressing/reporting leaks, alarms, and other compromises to patron and employee safety
Educate and inform the public of Library policies and procedures, to promote compliant behaviors
Appropriately address Code of Conduct violations, communicating complex situations to building manager and following procedures to mitigate behavior
Provide training and coaching for public services employees on security issues and best practices
Comply with GRAMA laws and follow established procedures in accessing surveillance video
Work collaboratively with Librarians, to select, evaluate, and deselect print and nonprint materials using core collection guides, professional journals, and other industry tools and resources, adhering to the System collection management policies and procedures, and focusing on a subject specialty, as relevant to area of expertise
Provide ready reference, readers’ advisory, and referral services for all ages, in person, over the telephone, and online
Serve as a notary public, providing notarization services to the public in accordance with state laws and regulations
Evaluate and recommend procedures and policies with emphasis on safety and security
Participate in Library outreach activities and events on an occasional basis, to establish cordial relations with community members
Understand the Library’s role in meeting the needs of all patrons, including those with special needs and from diverse backgrounds
Protect the safety, appearance, and condition of Library facilities and property

SUPERVISORY RESPONSIBILITIES:
Train and assign workflow responsibilities, and evaluate and recommend personnel actions for support employees, to promote a competent workforce to achieve and deliver superior library service
Manage workflow, scheduling, and use of leave
EDUCATION/EXPERIENCE:
Education: Master's degree from an accredited university in criminal justice, sociology, psychology, pre-law, emergency management, or a related field, or equivalent combination of education and experience that provides the required knowledge and abilities for the position
Experience: At least two years’ relevant experience in holding people accountable for their behavior in a public environment while protecting assets from vandalism/theft
KNOWLEDGE, SKILLS, AND ABILITIES (KSA):
Knowledge of: Understanding of the relationships and responsibilities of Library divisions and buildings; Understanding of Library mission and roles, and the general role of public libraries within a community; Familiarity with standard software used in business applications such as Microsoft products, especially Word and Excel; Familiarity with current Web applications such as search engines, email interfaces, social media, and eBook and eAudio applications/commonly used devices; Knowledge of community resources (safety, emergency, social services)
Skills and Abilities to: Ability to act calmly and with composure during difficult situations; Ability to negotiate in a firm and diplomatic manner; A commitment to public service and the ability to work well with a diverse patron base, including during times of high stress or emergency; Ability to work a flexible schedule subject to the needs of security in a public service organization; Ability to work alone or as a team member to accomplish results; Ability to implement Library Board policies and procedures; Ability to resolve conflict rather than create it, and implement change rather than block it
YOUR SPECIAL QUALIFICATIONS:
Availability to work on site for morning, afternoon, evening, weekend, and some holiday shifts
Pre-employment drug screening and criminal background check required
Engage with high-risk populations
First Aid/CPR certification preferred
Preference given for fluency in more than one language
PHYSICAL DEMANDS:
While performing the duties of this position, the employee is regularly required to walk, stand, sit, talk, hear, crouch, crawl, balance, reach, stoop, and kneel. Must use hands and fingers to operate a computer. The employee is regularly required to lift up to twenty-five pounds, and occasionally up to fifty pounds. Must be able to move about the work area, talk clearly with customers, and hear customer responses. Must have excellent close vision and good distance vision, peripheral vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT:
While performing the duties of this position, the employee regularly moves about indoors in a public service environment, and outdoors on Library grounds, year-round.
Employees must be able to work a flexible schedule subject to the needs of security in a public service organization, with an emphasis on afternoon, evening, and weekend hours, which are peak service times; rotating shifts (seven days a week) and designated holidays on which the Library remains open. All employees will work up to two evenings per week and will alternate weekend shifts with the other employees in their division. Employees will also work holiday hours of equal proportion to those of other employees in their division.
